INEXPENSIVE OUTDOOR SHELTER:

Styrofoam Cooler, medium sized, with top taped on with duck tape and a hole large enough for a cat to get into.  Place a large rock on top to prevent wind from toppling over or blowing away and place in an sheltered area if possible out of the wind, rain, or snow. You may have to camoflage it by spray painting it a brown color and hiding it where not easily seen if you are afraid some person/s may disturb it or hurt the cat.

A BETTER OUTDOOR SHELTER:

The best outdoor shelter is a small dog igloo into which pink (Home Depot or blue (Lowes) two-inch thick styrofoam is cut to fit using a box cutter to cover the floor.  You can add straw to this also. Do NOT use hay as it gets wet and moldy.  Cover the top ventilator opening also with duct tape to prevent rain or snow from blowing in. Wool blankets also work well as they retain heat even when wet. You may also have to camoflage this as above.
